THE
DOMINICAN PROGRAM
The reasoning is very simple. The AIDS epidemic is at an alarming and increasing rate among
countries in the Caribbean. The Dominican Republic’s population percentage of new HIV
infections is higher than Jamaica, and follows closely behind Haiti which has the largest
cases new HIV infections among all the Caribbean nations. Given the steady migration of
Haitians into the Dominican Republic populations and combined with International and
National efforts which focus on young women and children. TransCAP believes the young male
population has been completely ignored in this epidemic equation. There can be no full
resolve to the HIV/AIDS epidemic without including young men. In time, we aspire to cover
the entire country with services provided in North, West and Central areas.
PARTICIPANT SELECTION
The Foundation has established a minimal age requirement of 18 years
old with legal citizen documentation of Dominican Republic. Each participant must be either
enrolled and actively attending an educational and/or technical program of formal
instruction, or be gainfully employed full time. The Foundation is not a family assistance program.
We are "focused" on preserving the young Dominican family unit.
Family Development Focus
The Foundation's staff has observed several situations in which the working young males have
foregone the expense of medical treatment in order to maintain employment and continue care
for the family unit. This simply should not happen. We believe that providing free
health services to working young men would allow them to concentrate their earnings
on other family necessities, and without jeopardizing employment or personal health.
The Foundation encourages healthy family development and adult life training through
structured group discussions and seminars. Any known health condition of participant shall
remain in strict confidentially of the Foundation and may be disclosed anonymously to grant
funded and/or contract health providers and institutions. Information may be discussed with
the participant’s mentor only with written consent of the participant. Participants shall
make available to the Foundation all governmental, educational, personal health, and housing
documents necessary to substantiate need for assistance.
Employment
Central to this work is supporting jobless young males in moving and maintaining a stable
life away from criminal activities. The TransCAP organization feels that family support and
employment is a key to improving a young man’s participation in society. No matter how
minor the job, many potential TransCAP clients want to work and constantly ask to do odd
jobs and run errands for us in the office. We recognize that as a health and well-being
organization, employment matters are secondary deliverables to our clients. However, as we
solicit donations and contributions from the business sector for our health services program,
we always solicit employment opportunities for our clients as well. We acknowledge that this
is not our area of expertise, but feel compelled to do so, given the unemployment climate of
the Country.
